PVSC's Biosolids Management Master Plan

About the Plan

This 40-year roadmap will guide how PVSC will treat, stabilize, and reuse biosolids to:

  • Meet environmental regulations

  • Protect clean waterways

  • Support a sustainable future

What the Plan Covers

  • Short-term infrastructure improvements to maintain continued reliable operations

  • Long-term community and customer demands

  • Innovative treatment technologies

  • Flexibility to adapt to changing regulations and demographics

At PVSC, managing solid waste is just as critical as treating liquid wastewater. We're updating our Biosolids Management Master Plan to reflect the latest technologies, environmental standards, and community values.

We want your input as we evaluate future treatment options.

Plan Goals

Project Timeline

PVSC is following a structured process to evaluate and implement the best biosolids treatment solution:

Evaluating Alternatives

PVSC began by exploring hundreds of potential biosolids treatment options. Through a detailed screening process, we developed 90 viable scenarios. From there, we narrowed the list to four alternatives based on:

  • Relative costs

  • Emissions and air quality

  • Quality and quantity of the final biosolids product

  • Proven reliability in other installations

PVSC Biosolids Treatment Alternatives

Selecting an Alternative

These are the criteria PVSC will use to evaluate and select the best biosolids treatment alternative.

Economic Lens

  • Capital and long-term operational costs

  • Revenue potential from biosolids reuse

  • Impact on ratepayers
